In answer to why: the machine is doing two things, determining if the bill is real, and determining the value. This used to be done by a magnetic head that read the magnetic ink on the bill. Now it is done by photocells reading the differences in the shades of ink. As these parts wear, they have a harder time with older, faded, and wrinkled money.
